In 1981, the Department launched the Joint-service Vertical take-off/landing Experimental (JVX) aircraft program to develop a high-speed, long-range aircraft with VTOL capabilities. The partnership between Bell Helicopter and Boeing was formed to create the V-22 Osprey as part of this initiative.
